have the honour to acknowledge the receipt
of your letter No.37748/1909 of the 9th December transmitting

a copy of correspondence which has passed between the Co-
lonial Office and Mr. ..Judson, late Overseer in the
Public Works Department of Hong Kong.

With regard to paragraph 4 of your letter under
acknowledgment you state that his lordship considers that
the statement that we made to Hegers. Singer respecting Er.
Hudson's services in Hong Kong was unnecessary and was
somewhat unfair to Mr. Judson. I would point out that it
has always been cur practice when answering confidential
enquiries respecting men who have served in the colonies to
give all the information we possess, whether the information
is favourable or unfavourable to the man, and with all que
deference to the opinion expressed by the Sucretary of Stute
we consider that it would be unfair to the would-be employer
to suppress any information. As we are frequently referred
to in this way by employers we should be glad to learn
whether we are to understand that unfavourable reports are
not to be communicated.
